Heat the oil in a small pan over a medium high heat. Once hot, add in the chilli, ginger and garlic.
1 tablespoon oil, 2 garlic cloves, 1 inch fresh ginger, 1 red chilli
Cook for 3 - 4 minutes, then turn down to a low heat. Pour in the rest of the dip ingredients and gently heat for about 5 mins. Do not boil.
1/2 cup soy sauce, 1/4 cup rice vinegar, 1/2 cup honey, juice 1/2 lime
Pour the dip through a fine sieve and allow to cool.
Serve with garnish, if using.
